The Premier Soccer League (PSL) Disciplinary Committee has dismissed a complaint against Scottland FC over the alleged use of an ineligible player, Witbeen Stoffel, during the Chibuku Super Cup match against FC Platinum.

In a press release dated 31 October 2026, the PSL confirmed that its Disciplinary Committee had upheld Scottland FC’s preliminary objection, ruling that the complaint was not submitted within the stipulated timeframe under Article 6.3 of the Chibuku Super Cup 2026 Rules and Regulations.

The dispute arose from allegations that Scottland FC fielded Stoffel during their Chibuku Super Cup encounter against FC Platinum at Rufaro Stadium on 14 August 2026.

However, the committee ruled that the complaint concerning the player’s eligibility had not been lodged within the required period, making it procedurally defective.

Consequently, the committee ruled that the result of the 14 August encounter would stand, effectively bringing the disciplinary proceedings to an end without determining the substance of the allegations.

Importantly, the PSL clarified that the committee did not make any finding on whether Stoffel was properly registered with the league for the 2026 season.

The issue of the player’s eligibility therefore remains undetermined, as the committee’s decision was based solely on the timing of the complaint rather than the merits of the allegations.

“The Committee made no finding on whether the player was registered with the League for the 2026 season due to the procedural defect in the timing of the complaint,” the PSL said.

The league added that a full, detailed judgement had been released to the concerned parties.

The ruling is a procedural victory for Scottland FC, with the club escaping any disciplinary consequences in the matter while the result of the Chibuku Super Cup fixture remains unchanged.

The decision also highlights the importance of complying with stipulated timelines when lodging player eligibility protests under football competition regulations.
