HARARE — Citizens Against Economic Sanctions leader Cde Ellison Muchenje, also known as Samuriwo, has moved to end confusion over the organisation, declaring in a circular issued on 6 November 2026 that there is only one legitimate CAES under his leadership.

“There is ONE CAES led by Cde Ellison Muchenje aka Samuriwo,” Muchenje said in the circular, issued for and on behalf of the CAES Board under registration PVO 39/25.

The circular names the recognised provincial leaders, bans payment for services, and dissolves a body accused of fleecing communities over boreholes.

Muchenje said the provincial leadership had been confirmed to remove doubt over who speaks for the organisation in each province. Harare is led by Simbarashe Ruhukwa, Mashonaland East by Tichaona Madzodzoni, Mashonaland West by Catherine Manonga, Masvingo by Cecilia Mudangazi, Midlands by Vimbai Chengeta, Mashonaland Central by Edmore Chirenje, Matabeleland North by George Nkomo, Matabeleland South by Moyo, Bulawayo by Catherine Muchichwa, and Manicaland by Elias Madosi.

On payment, Muchenje was blunt. “We do not make our members pay for our services. Report anyone demanding payment in the name of CAES,” he said.

The warning is aimed at individuals using the CAES name to solicit joining fees, registration fees or processing fees from desperate communities.

On the Zharare body, Muchenje said the organisation had taken a decisive step. “The Zharare body is no longer in existence after fleecing money for boreholes without approval of the Board. Do not deal with them in the name of CAES,” he said.

The circular does not state how much money was allegedly collected, how many communities were affected, or over what period the collections took place. It states only that the body is dissolved and that anyone still dealing with it in the name of CAES is doing so without authority.

Muchenje signed the circular as Leader of CAES, for and on behalf of the CAES Board, PVO 39/25, closing with the organisation’s motto, “We Aspire To Inspire.”

For now, the official position is on record. One CAES. One leader. Ten provincial leaders. No payment. And no more Zharare body.
