Harare – The Zimbabwe Electoral Commission (ZEC) says some of its former functions have now been transferred to other institutions following the Constitutional Amendment (No. 3) Act, 2026.
ZEC Chairperson Justice P.M. Chigumba said the handover covers voter registration, the compilation and custody of voters’ rolls, and the delimitation of constituencies and wards.
“Following the enactment of the Constitutional Amendment (No. 3) Act, 2026, the function of voter registration, the compilation of voters’ rolls, the custody and maintenance of voters rolls and registers transfers to the Registrar, and transfers the delimitation of constituencies, wards and other electoral boundaries to the Delimitation Commission,” the notice reads.
Chigumba said ZEC is working with the Ministry of Justice, Legal and Parliamentary Affairs to finalise the transition.
“The Commission is currently in consultation with the Ministry of Justice, Legal and Parliamentary Affairs, and anticipates receiving transitional subsidiary regulations that will lay out the comprehensive framework for the handover,” she said.
ZEC assured the public that the process will be smooth and lawful.
“Further announcements will be made in due course as the transition process unfolds. The Commission remains committed to ensuring a seamless and lawful transition of functions to the designated institutions,” Chigumba said.
Despite the changes, ZEC said it will continue to carry out its core mandate under Section 239 of the Constitution. This includes preparing for, conducting and supervising elections and referendums, printing ballot papers, running polling stations, conducting voter education, accrediting observers, and handling public complaints.
The transfer means the Registrar will now handle voter registration and keep voters’ rolls, while the Delimitation Commission will be responsible for drawing constituency and ward boundaries.
