Zimbabwe is making strides in promoting digital accessibility, especially for persons with disabilities. The government has initiated several programs to enhance access to ICT services, including:
Digital Initiatives
– Digital Literacy Programs: Over 800 people with disabilities have been0 trained in ICT skills since 2023, enhancing their employability and daily communication.
– Assistive Technologies: The Universal Services Fund subsidizes devices like screen readers, hearing-aid-compatible smartphones, and braille interfaces.
– E-Government Framework: Initiatives like “Zimconnect” aim to improve online services and citizen engagement.
Accessibility Guidelines:
The National Disability Policy and National ICT Policy are being reviewed to incorporate clear accessibility guidelines, aligning with the UN Convention on the Rights of Persons with Disabilities (CRPD).
Key Areas of Focus
– Education: Initiatives like the draft 2019 Inclusive Education Policy aim to address the needs of learners with disabilities.
– Employment: Efforts to promote accessible ICTs and assistive technologies in the workplace are underway.
– Public Services: E-government services are being made more accessible.
– Mobile Telephony: Initiatives to enhance affordability and availability of mobile services, with active subscriptions reaching 16.4 million.
– Accessible Books: Programs to provide braille and audio books, promoting inclusive education.
Challenges
Despite these efforts, challenges persist, including limited implementation, inadequate funding, and lack of awareness.
The government is working with organizations like the Internet Society of Zimbabwe, Leonard Cheshire, and the Zimbabwe Federation of the Disabled to promote digital inclusion for persons with disabilities.
