The removal of Bikita South legislator, Honourable Dr. Energy Mutodi, as Chairperson of Parliament’s Portfolio Committee on Budget, Finance and Investment Promotion create widespread speculation. Many Zimbabweans are quickly linking the decision to his recent social media posts exposing alleged George Guvamatanga 5% demand corruption in government. However, parliamentary insiders reveal that Dr. Mutodi’s dismissal had more to do with procedure and protocol than with his stance on corruption.

According to official communication signed by Speaker of Parliament Advocate Jacob Mudenda, Dr. Mutodi’s tenure as committee chairperson was terminated by resolution of the Committee on Standing Rules and Orders (CSRO). The letter, dated 7th October 2025, cites Standing Order No. 19 and states that all “benefits and entitlements attendant upon the said role shall likewise be discontinued forthwith.”

While public sentiment quickly interpreted the move as political punishment, sources close to the matter suggest otherwise. It is understood that Dr. Mutodi went public on social media with allegations of mismanagement and corruption before giving the Permanent Secretary of the Ministry of Finance and Economic Development, Mr. George Guvamatanga, an opportunity to respond or clarify the issues.

This breach of parliamentary decorum, they argue, undermined the established processes for oversight and accountability. Parliamentary committees are expected to engage relevant officials formally, record proceedings, and table reports in the House, not on social media.

“Dr. Mutodi raised valid concerns,” one parliamentary source noted, “but he jumped the gun. He should have first summoned the Permanent Secretary to appear before the committee. Parliament values evidence and procedure, not public showmanship.”

While citizens demand openness, Parliament insists on following institutional channels. Unfortunately, this sometimes leads to perceptions that whistleblowers are being punished, even when the real issue is one of timing and formality.

Mutodi should have followed procedure. Oversight remains a crucial pillar of democracy, but it must be exercised with respect for due process. Whether Dr. Mutodi’s revelations will still be investigated remains to be seen, but his fall from the committee chairmanship underscores the delicate balance between truth-telling and institutional discipline in Zimbabwe’s political arena.
