The minister of Local Government and Public Works, Daniel Garwe , has approved City of Harare 2026 budget with the local authority saying the move provides legal framework to execute its planned project set for this year.

Said City of Harare, Town Clerk, Phakamile Mabhena Moyo in a statement:

“The City of Harare is pleased to announce that the Minister of Local Government and Public Works has officially approved the 2026 Budget for the City.
This approval, granted in terms of Section 47 (1) of the Public Finance Management Act [Chapter 22:19], marks a critical step forward in our commitment to service delivery and financial responsibility.”

He added:

“The approval of this budget provides the legal and financial framework for the City to execute its planned projects for the 2026 fiscal year. Key implications include:
Implementation of the tariffs: The City of Harare hereby notifies all residents, ratepayers, and stakeholders of the implementation of the new tariff schedule, effective immediately.

Authorized Spending: The City can now deploy resources toward essential services, including water provision, waste management, road rehabilitation, and public health initiatives.”
Moyo said the local authority will strive to ensure that the budget will improve service delivery.

“We are dedicated to ensuring that every dollar allocated in the 2026 budget is used effectively to improve the lives of the people of Harare.

We thank the residents and our various stakeholders for their patience and continued engagement during the budget formulation and approval process.”

The City of Harare’s 2026 budget is set at US$690.8 million, representing a 19% increase from the 2025 budget of US$548.2 million. Officially approved, this budget aims to boost service delivery, including water, sanitation, and road repairs, with 34% (US$234.8 million) dedicated to capital expenditure and 66% to operations.
