1. Planning: Developing a comprehensive plan with clear goals and objectives based on a situational analysis of community strengths, weaknesses, opportunities, and threats.
2. Location and Need Identification: Identifying areas with high unemployment and assessing local needs and resources to determine suitable jobs or industries.
3. Resource Mobilization: Securing necessary resources, such as finances, human capital, infrastructure, and expertise, often through partnerships.
4. Training of Would-Be Workers: Providing relevant training and capacity building to equip workers with the required skills.
5. Implementation, Monitoring, and Evaluation: Executing the plan, continuously monitoring progress, and evaluating effectiveness for ongoing adaptation.
